Care Label Requirements for Garment Export to the EU and USA
Care labels are not optional — they are a legal requirement in every major export market. Non-compliant garments can be detained at customs, returned by buyers, or result in financial penalties. This guide covers the mandatory requirements for two of the most important export destinations for Pakistani garment manufacturers: the European Union and the United States.
EU Care Label Requirements (Regulation 1007/2011)
The European Union's textile fibre labelling regulation (EU No 1007/2011) mandates specific information on every garment sold in EU member states.
Mandatory Information
1. Fibre composition Every garment must state the exact percentage of each fibre by weight. For example: "100% Cotton" or "80% Polyester, 20% Cotton." Fibres below 2% by weight may be listed as "other fibres" if they are difficult to determine.
2. Care instructions EU care labels must use the standardised care symbols defined by ISO 3758 (GINETEX symbols). These are the internationally recognised laundry, ironing, bleaching, drying, and professional cleaning symbols. Text-only care instructions are not sufficient for EU compliance — symbols must be used.
3. Country of origin The label must state the country of manufacture. For Pakistani garment manufacturers, this means "Made in Pakistan."
4. Responsible party identification The name of the EU-based importer or the brand responsible for the product must be stated.
Language Requirements
This is critical for Pakistani manufacturers: The EU requires care label information to be provided in the official language(s) of the member state where the garment is sold. If your garment is distributed across multiple EU countries, you need multilingual care labels.
For pan-EU distribution, the most common approach is to include symbols (which are universal) plus text in the 6–8 most important EU market languages: English, German, French, Spanish, Italian, Dutch, Polish, and Swedish.

US FTC Care Labeling Rule
The US Federal Trade Commission (FTC) Care Labeling Rule (16 CFR Part 423) requires that garments sold in the United States carry care instructions in English.
Mandatory Information
1. Care instructions in English At minimum, one safe method of care must be provided for washing (or dry cleaning if the garment is wash-sensitive). The FTC accepts both symbols AND English text, or English text alone.
2. Warnings for unsafe methods If certain care methods would damage the garment (e.g., "Do Not Bleach," "Do Not Tumble Dry"), these warnings must be stated.
3. No country of origin on care label (separate requirement) The US also requires country of origin labeling, but this is governed by the US Customs and Border Protection regulations and the FTC's Textile Fiber Products Act — it may appear on the care label or as a separate label.
Practical Tips for US Export
- If your garment is sold both in the US and Canada, add "French Canadian" text alongside English (Canada requires bilingual English/French labeling)
- The FTC does not mandate ISO care symbols, but symbols are widely used and accepted
- Garments without any care instructions are non-compliant and can be seized or returned
